General Engineer

The City of Charleston is looking for an Engineer! General Description The purpose of this job within the organization is to oversee and manage the operations at the City’s Solid Waste Facility. This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary. Essential Functions: Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constituents. Contributes towards the department s mission by continuously striving to meet expectations, strategic goals and objectives. Oversees all work during construction phases and daily operations of the landfill. Reviews work of landfill employees, engineer, lab results, operation plans, drawing and construction documents. Provides tonnage tracking and reporting systems for landfill and recycling. Provides notice to the contractor’s manager on any non-compliance with the operating agreement, permit modifications, and approved operational plans. Assists with planning, surveying, layout and inspection of various projects within the City. Designs project drawings, specifications, quantities calculations and bidding processes. Assists with residential drainage complaints, inspections and solutions. Additional Duties : Collects, records, and analyzes all landfill and recycling tonnage data. Inspects drainage complaint issues and gathers information to provide a solution. Gathers information to prepare a project design in a form than can be bid out to contractors. Performs related work as assigned. Communications Requirements: Communications involves the ability to read, write, and speak. Reads professional literature and technical manuals; speaks to groups of employees, other public and private groups; writes manuals and complex reports. Judgment Requirements: Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions. Responsible for the actions of others, requiring development of procedures and constant decisions affecting subordinate workers, customers, clients or others in the general public; works in a very fluid environment with guidelines, but significant variation. Complexity of Work: Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job. Impact of Errors: Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals. The impact of errors is moderately serious affects work unit and may affect other units or citizens. Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy. Equipment Usage: Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products. Handles or uses work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items. Unavoidable Hazards: Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Involves routine and frequent exposure to disease/pathogens. Minimum Education and Experience Requirements: Requires a Bachelor’s Degree in engineering or related field. Requires two years of landfill engineering experience or closely related experience.
